Keeps calling. 6 times today
Keep getting calls from this number, caller ID says "unknown".
this number has called me at least 10 times today. every few minutes. bugging the crap out of me. someone said it was wv veterans. i am not a veteran. someone else said it was a debt collector. caller ID just says WV caller. 304-000-0000 who has that number? is there even such a number? i answered once and got dial tone.
the third time i answered someone finally spoke and said it was a survey. they wanted to know if i was voting tomorrow. i said yes. then she wanted to know what time. morning, afternoon or evening. i said i didn't know. she thanked me and then when i asked why her number was on my caller ID 17 times today, she hung up. i tried to call them back but got a recording that my number could not be completed as dialed. i tried again adding 1 to the beginning in case it was long distance and got the same recording. they haven't called in 15 minutes so maybe the harassment is over. they called at 1:34pm, 1:50pm, 2:16pm, 2:35pm, 2:55pm, 3:13pm, 3:52pm, 4:10pm, 4:23pm, 4:34pm, 4:46pm, 4:51pm, 4:57pm, 5:05pm, 5:15pm, 5:22pm, and 5:39pm. wtf? they also called 5 times on saturday but the memory on phone only holds 30 calls and i don't have those times anymore. i should have told her it wasn't any of her f#@^ing business if i was voting tomorrow. but gee i'm a nice person.

Called twice this morning. If this is about voting, it is the day after election day.

I'm blocking this number because they call many times a day. I suspect they are developing a database of when you answer your phone, which they can then sell to telemarketers who, obviously, would like to know what time of day you are likely to pick up the phone. The "survey" sounds like just a bogus excuse in case you do ask them who they are. They don't need to talk to you, as a machine can register the time they rang you and whether or not the phone was picked up.
This number has been calling me several times a day over the past two days. They always hang up when the machine picks up. I have now blocked their number.

Same here. Called Id says 304 only! ! 1:57 am in the morning. Brutal!
caller ID just said 304 that is weird!! no repeat calls. How can the phone company allow such calls?

It's the Spoof Fairy calling to leave a message under your pillow.
Seriously, if the number being sent as caller number ID is 304-000-0000, then the number is either being spoofed, because the digit after the area code has to be between 2 and 9, inclusive. Either that, or the number is a foreign number that will not display on a caller ID unit made for use in North America. (Phone numbers outside the US can have fewer or greater than 10 digits.)
If all you see is 304 (and do not see zeros after the 4) then possibly the number is spoofed AND the caller ID unit is not working properly.
No matter what, if you get a call from this number purporting to be a "regular" caller asking you for any kind of information or money, the odds seem overwhelming that the caller is a scammer.

Me too! My husband got a call around midnight and I got one at 4:30 this morning. Caller id just says 304.
My wife's cell got a call from this number at 2 a.m. (I got up but missed the answer) I then got a call at 12 noon the next day (from this number) and when I answered it stated "Your MasterCard has been hacked, Press 1". I pressed 1 (which I shouldn't have done) and nothing happened. I have a dumb phone so I don't think I got a virus. My wife and I have adjacent phone numbers (last digit of her's is 5 mine is 4 all other digits the same). So I don't know their calling pattern but it not sequential.
